Tag v0.3.1 #63

Tagging the current source as v0.3.1 would make it simpler to get latest code via Bower (and be consistent with the bower.json).

Currently, installing with no version spec pulls the 0.2.1 tag, AFAICT. Seems to be necessary to install directly from the full github URI with a commit SHA to pull newer code.
