Based on the work of @billyc I made a fork, added the package gcc-g++ to the runtime packages of cygwin and then version 1.1.2 works for me.
Because of the added package gcc-g++ the installer grows to ~100 MB, but I didn't get BorgBackup to work under Windows without it.

install NSIS and running install.bat. It was very easy for me. See README.md for details.

thanks for this unofficial releases of Borg. It helped me to use the same backup software on both Windows and Linux computers.
As Borg 1.1.x has come out for a while and contains a log of new features / bug fixes. Would you please make a Windows installer for 1.1.x branch?
Also, if possible, could you add a general guide on how to generate a standalone installer from source tarball? So we could try creating one ourselves if you do not have time to continuing releasing Windows installers. :-)
