Project Sleigh bells: Implement truffle-plugin-verify for Binance Smart Chain

Project Sleigh bells is an implementation of truffle-plugin-verify for BSC (currently only Ethereum is supported). This truffle plugin allows you to automatically verify your smart contracts' source code on BSCscan https://bscscan.com/, straight from the Truffle CLI https://github.com/rkalis/truffle-plugin-verify/blob/master/README.md
