Explore encoding UDUNITS as Linked Data resources #43

UDUNITS would be useful to have as Linked Data resources. This issue is to explore encoding them as Linked Data resources to complement current ncld/bald tools.

Prior work took UDUNITS and presented it via web pages here: https://ncics.org/portfolio/other-resources/udunits2/

This would take that work further and mint identifiers for the UDUNITS and provide opportunities to link other resources.

@jyucsiro I've merged my udunits code into the repository in the folder UdunitsTables. The README file in the folder explains how to use the code (I hope!). Since the BuildUnitsGraph application builds a graph, it may be straightforward to extract as RDF.
