Confirm whether to continue using Kotlin as the implementation language, or change to Java.

I think that the evidence presented within #16 and #19 provide good justification for the targeting of Kotlin for the implementation of this capability.

Kotlin work has so far been readable and I've been able to interpret it as a java programmer. In our discussions we have talked about being able to adjust as we go should the code become too 'Kotlinic'. An eye will be kept on the ability of a java programmer to understand the code easily. With this in mind we are happy to continue using Kotlin and this issue can be closed.
