User story: As employee I would like to be informed when form is sent As HR manager I want my employees to be informed right after I assign form to them

Tasks

DOD Automatic email will be sent to an employee after assigning form to employee by HR manager.

this issue is already solved in https://github.com/binawork/OnlineOnboarding/pull/209 as a part of issue #206
