Initial commit with all the basic files to build the le-docker-leverage (leverage-cli) image

why

As per le-docker-images ISSUE 85 there is a need for isolating the leverage-cli image build process from the other ones.
Also, there is a need of manage the versioning in the way specified in the aforementioned issue.

Makefiles and a template to create the Dockerfile (in order to set the custom version from within the Makefile
