[Hoyopass][Application][Infra] When no UserGameRoles exist, an exception is needed. #32

As-is: When a Hoyoverse account with no Genshin Impact UserGameRoles is scanned, a hoyopass with an empty UID list gets created. image

To-be: When the account doesn't have a UID, an exception should be created and thrown.
