Allow disabling the VPN connection but retaining the port forwarding script #105

It'd be nice if we had separate switches for enabling/disabling VPN and running/not running the port forwarding and qbittorrent configuration scripts.

Then we can use this same container if we have a separate VPN container, or have VPN provided on a different host.
