Versions plugin 2.3 downgrades dependencies #23

Unclear what the circumstances are this are. The plugin is now upgrading itself from 2.2 -> 2.3, and running with 2.3 is not downgrading anything.

Issue came back after trying on an existing machine. On new machine, problem did not happen. Testing if removing the Maven cache resolves.

2.5 works.
