Thus far, before self-publishing your own games, you need to develop games for rival companies until you reach 10k fans (Game Dev Tycoon has a similiar mechanic). However, the problem is that the options for games to choose to develop is fairly limited, and often the combinations of topic/genre these companies want their games to be (also in relation to the platform they want to release it) are often bad combinations that will most likely ruin the results of the final game afterwards. this is basically the only way to publish games successfully on Game City Studio (self-publishing indie games never work because, for whatever reason, you just lose money instead of gaining it in the begining, regardless of its quality) before reaching 10.000 fans.

Another option that would let the player to create the games they want in the platforms they want at the same time they are going to have some other company to publish it for them. This happens in Mad Games Tycoon, for example, just take a quick look at it if you want to. the royalties system that limits by the percentage what you will gain from your game will remain when you publish games like that. i think that this is a feature that could work to any player since the very begining of their gameplay or after they reach 100 or 1000 fans. the second option would make a bit more sense once you would be a player with a more known company and that would have the attention of other rival companies to your games.
