Use autoconf to organize building and installation

With the introduction of utilities in #158, we should provide a way to install things.

• [ ] --enable-utilities and --disable-utilities option in configure
• [ ] CI tests for installation
• [ ] collate utilities used in try and make sure configure.ac mentions them
