a better solution for linting error test is required #3

In 04f31d917e5e722fed71f2348ad570bf3ba73340, a work-around was issued to prevent linter errors to be reported for annotations that are compliant with PEP-3107, but not with PEP-484. I am hoping that with PEP-563, there will be a better way to allow the argparse annotations to pass a syntax check.
