On first use, make a configuration file called ~/.libbs.toml in either the home or in the ~/config folder on Linux.
Any plugin can store any data they want there, keyed by plugin name

@mahaloz for clarity about the second bullet, would this mean all the data for the different plugins is stored in the same config file, or should there be a separate config file for each plugin
