When 'publish=false' and 'mavenCentralSync.sync=true' Plugin is still publishing #313

Hey, I've configured the bintray Plugin with the following config. publish=false mavenCentralSync.sync=true

Ideally, the libs wouldn't be auto-published as desired, but it did, is it a bug or intended behavior? thanks.

if it's a bug, I'm willing to open a PR that makes mavenCentralSync.sync=false if publish=false, how does that sound? thanks.
