Improve onboarding documentation #10

This repo's onboarding documentation does not include instructions for creating a testing environment (bot, server, etc.). This severely slows down onboarding of new developers, including getting the project running exactly as it is. It would be useful to document more of the setup for future maintainers of the project who may or may not be familiar with the system.

A wiki page has been added which includes setting up Node.js, a testing Discord bot, and setting up the project.
