Notifications Between Matrix Users Only Goes One-Way

:lady_beetle: Describe the bug Stemming from this issue, I am trying to track down a notifications bug between two matrix users.

Essentially, notifications only function properly one-way.

• ntfy server
• Android program
• element-android

:crystal_ball: Additional context This failure started when I implemented ntfy with conduit, so I suspect some wires are not touching since then.

I have done some more digging, and this is what is happening:

• first user messages second user
• the up topic that ntfy configures for the second user is not written to by the first user.

It is only failing in one direction, and only between these two specific users.

I figured it out.

Somehow, and I have no idea how, the "mute" button got clicked on one contact.
