Provide `tiledb-devel` #6

openEuler does not provide tiledb dependency and because of this TileDBArray build fails.

https://github.com/Yikun/BBS/issues/26 is related.

This package is too difficult for me because I can't find his reference spec file. If you have time, can you please look at this os package? @martin-g

AFAIK tiledb-devel is used for only one Bioc package - https://bioconductor.org/checkResults/3.18/bioc-LATEST/TileDBArray/ Is TileDBArray used/needed by your team ? If NOT then we can leave it for later.

We can add it to the Docker image by building it from source if this helps you somehow.

Thank you. This package is not in a hurry, so I would like to request that you resolve it when you have time, as I have been trying for several days but have not resolved it. hhhh
