add ability to host forbidden data #290

Some datasets contain restricted data.

Suggest to add a way to mark the data as restricted and make the server reply

401 Unauthorized

signifying that the resource exists, but cannot be shared openly.

Applies to use cases like https://bat-literature.github.io , where some referenced pdfs cannot be shared openly due to copyright restrictions.
