NTR for environmental measurement units #74

Hi UO team!

I'm working with GENEPIO and DataHarmonizer to create some new templates for wastewater surveillance and have a few terms that I think would be best suited to the unit ontology. I'll provide the required information in this thread but I've also got a ROBOT table with the requested fields if that is useful. Let me know if you don't think these terms should go here.

I know there has been discussion in previous issues as to whether PSU should be used or not, so I will follow your advice.
