Show "rising stars" (popular tools) from literature data #210

The idea is to capture / visualise tool impact / popularity from publication data. A do-able idea is to simply render a graph of #citations, or altmetric attention score, vs. time

From analysis of these data, probably some "rising stars" could be identified.

Needs working out ...

NB. this done in biotoolsSum, need to pull same or similar of functionality into bio.tools
