Phobius should have new name & ID #256

just wraps http://phobius.sbc.su.se/

which is the "canonical" entry

so the name should be "phobius (ebi)"

We should maybe hold fire creating a new entry for the "canonical" tool, until we have an action plan for refactoring bio.tools for "canonical entries" across the board (https://biotools.sifterapp.com/issues/40)

We can change the name to Phobius (EBI) and the id to phobius_ebi
