updated compose to ver 3 #21

updated the compose for version 3 named volumes added removed old data from data.json of the dashboard app

@shahmanash I was able to build but got some issues with "make test". I have updated the README.md with some info but need to look into why some of the other Makefile targets give errors. Have you tried running through all Makefile targets?
