is that module the same purpose of the sandbox in ALA?

Trying to answer yes or no to that question, and ending up on mostly no (since its purpose is not specifically to "load data into the biocache backend") but also trying to qualify with more info: the sandbox at https://github.com/AtlasOfLivingAustralia/sandbox is more to allow test data to be loaded specifically into the biocache backend, while the IPT is the Integrated Publishing Toolkit often available in one trusted production instance per national GBIF node.

The IPT is a repository of datasets where institutions within one country can publish their datasets so that GBIF globally can crawl and index these at gbif.org. Some nice docs for usage can be found at https://github.com/gbif/ipt/wiki/IPT2ManualNotes.wiki#table-of-contents. The Swedish IPT is at http://www.gbif.se/ipt/.

The IPT can however be used together with Living Atlases software but doesn't have to be used. It depends on how you want the data to flow. In Sweden we like to use it whenever possible. However, we wanted a dockerized "development" version for trying out things and testing and this repo provides that. As we don't want to use the production version of the IPT for testing purposes.
