Create template biobox repository #180

People who want to start implementing a biobox using the base image created in #179 should have a GitHub repository which they can quickly clone and modify. Can @michaelbarton set up such a repository like

  bioboxes/biobox-template

Please give me write access. The repository will onlyl consist of a minimalistic Dockerfile, a README and an example task definition file.
