Create the bricktools package #1

Create the bricktools R package (which we will adopt to github action). bricktools::check() should run a variety of checks, emulate this on devtools::check()

Commit 0ff5a8a3f969988d1ba80c4dd8603c15e359bf19 does some basic checks for brick structure.
