Cleanup BCID interface #73

this is really a BCID issue but i'm entering it here as it is where i'm 
tracking FIMS NMNH issues.

The BCID look and feel need to be updated for NMNH use.

Also, the login automatically redirects to FIMS....These were hard-coded in the 
last commit so i could get around XSS/DOM potential issues.  However, i should 
find a way to make this secure and put them back more or less as they were.
