NMNH FIMS needs a security statement upon log-in #76

What steps will reproduce the problem?
1. Please add the following as a pop-up box (with an OK button) that displays 
after the user logs in: 

You are accessing a computer system operated by the Smithsonian Institution, a 
trust instrumentality of the United States. Unauthorized access, use, or 
modification of this system or of data contained in it, or in transit to or 
from this system, may constitute a violation of the Computer Fraud and Abuse 
Act Section 1030 (Title 18 of the U.S. Code). Violators are subject to criminal 
and civil penalties. While using Smithsonian computers and networks, you should 
have no expectation of privacy. System use may be monitored, recorded, and 
subject to audit. Use of this system indicates consent to monitoring and 
recording. All computer users must read and understand Smithsonian Directive 
931, Use of Computers, Telecommunications Devices, and Networks, acknowledge 
acceptance of the User Agreement, and annually complete on-line computer 
security awareness training. Any violation of these policies or suspected 
incidents should be promptly reported to the Smithsonian: OCIOHelpDesk@si.edu

What is the expected output? What do you see instead?
Initially I thought we could put it on the login screen, but that will expose 
the message to the entire internet and may lead to it getting scraped and the 
OCIOHelpDesk getting spammed.
