Set expedition to public option checkbox #81

On the FIMS validation interface, we need a check-box asking the user if they 
want to mark this expedition as public or not.  If they check this box then not 
only is a dataset (and perhaps expedition) is created by the expedition should 
be marked as public or not based on the user response.  Thus, each dataset load 
gives the user the option to change the public/not public status of their 
particular expedition data.  Note that if an expedition already exists then the 
option here should be to UPDATE the existing expedition.
