Add some issue labels (`bug`, ?) to stalebot `exempt-issue-labels` option #37

Is your feature request related to a problem? Please describe. Smaller open-source collectives like Biocommons can't -- at least not yet -- expect consistent attention from contributors, and some projects might go ignored from time to time while feature requests and bug reports continue to come in. While I recognize that the stale action can help clean up issues that might not be worth addressing (or were unlikely to be addressed), I think certain kinds of issues (at minimum, bugs) should be exempt from this.

Describe the solution you'd like The stale action includes an exempt-issue-labels option to ignore certain kinds of issues as long as they're marked properly. I'm proposing that we add issue labels like bug under this option in the template, and to all biocommons repos.

Describe alternatives you've considered Obviously, we could just remember to mark bugs as stale-exempt, but IMO this shouldn't be necessary -- personally, I'd feel better if bugs were manually dismissed with wontfix if they really aren't worth addressing.

Additional context Speaking frankly, I'm an issue maximalist, I'm happier to have them pile up unfixed than to lose them to the depths of the closed pile. I recognize that others feel differently, though, and I think this might be a good compromise.
