  1. Regulated industry submits BCO to our Portal, asks to push to FDA Portal
  2. Our Portal has FDA auth token, submits to FDA Portal via API

(Requires access to FDA Portal by organization, not individual.) Keeney will send an email to Anton to see if this mechanism is possible.
