About Page update

Update the About page, push to test and production

1. Go through documentation for updating the front end
2. Mission section
3. Move members to 'Former' section after they leave
4. Add citation/new publication

Steps:

• [ ] Use Local Deployment to start a local instance. If problems are encountered please record them as an issue in this repo.
• [ ] make a new Rout for the new page at client/src/routes.js
• [ ] create the page and test it is accessible
• [ ] Fill in content

Issues:

1. Change Make sure API is accessible via web browser. EX:

https://localhost:8080/users/admin/ to http://localhost:8080/users/admin/

2. Under BCO Portal Server deployment (portal_userdb/server) section: change cd client/ to cd server/
