Describe the bug etag not generating when a draft is being created

To Reproduce Steps to reproduce the behavior:

  1. Go to Builder
  2. See error: a BCO_ID is assigned but etag is missing, leads to failure to publish BCO

Expected behavior etag is automatically generated when a BCO converted to a draft
