update vcflib 1.0.12 #52298

Hi @mencian, I've seen that you've hacked a lot with vcflib recipe. May I ask your help here? I need to update vcflib version to get the latest vcfwave.

Running into error: HttpProxyMissingHost with zig v0.13.0, now trying v0.12.1.

EDIT: zig v0.11.0 runs to error: no field or member function named 'path' in 'Build' and v0.12.0 - v0.13.0 runs into error: HttpProxyMissingHost.
