no primer plates available for 16s library prep #19

drop down for 'select primer plate' does not give any options.

We need the "Create working primer plates" interface. The primer plates are present in the system, but just the templates - a user needs to create the working primer plates to make them show in there. Just noting it here to clarify how to solve the issue.
