Prevent creation of sequencing runs without all lanes filled #261

Right now the user can create a sequencing run on a multi-lane sequencer that doesn't fill up all the lanes. Greg H. indicated to me that this should not be allowed, which would require adding some new validation.

I want to provide some background here too - sorry for slow chime in - I've been offline for a couple of days...

One of the reasons that this was allowed was because in some cases it was mention that the KL doesn't necessary fills an entire sequencing run, but rather it is given to the sequencing center and they may end up filling it. Greg H mentioned that in general doesn't happen but it may happen. If that's no longer the case it's ok, but I just wanted to throw the information in there :-)

Need clarification on whether this is really a requirement before going ahead with it!

Since the wet-lab is vetting the output, it would seem they would bring this up if it's an issue.
