REL: Minor changes before 0.9.0 beta release

• I converted the readme to RST because pypi cannot render markdown.
• I've added a ChangeLog (I have to update the date in this document to reflect the day when this PR was merged).
• I've added a note about pip install numpy to the INSTALL doc.
• Updated the setup.py.
• Fixed the "odd" characters in bad-taxa.txt.
• And bumped the version strings.

Release the platypus! 🎉
