locale.format --> locale.format_string #909

locale.format was deprecated in Python 3.7, see https://docs.python.org/3/library/locale.html#locale.format

Tweaking line breaking, trying to follow local style (which I note is not using black).

We haven't switched to black across the biocore projects. Not opposed, just hasn't bubbled up as a priority. The package is certainly more stable since I last reviewed it years ago.
