This is a recipe for Siavash's Greengenes version of SEPP. I decided it is the better way to make that conda installable, than to hack installation into q2 and qiita plugin. Please merge PR #113 first!

To be fair, I reviewed and try (key word) to merge it last night but I guess it didn't go through ...
