Configuration file #45

We need a configuration file to host all of the URLs, filepaths and what not in a single place.

Thanks for volunteering to help, @souravsingh ! To start, I recommend to read the contribution guideline (https://github.com/biocore/micronota/blob/master/CONTRIBUTING.md) --> then think about the framework/data structure of how to refactor this before writing any code --> write the skeleton code, issue a pull request and get feedback from people --> finally, complete the code. Does it make sense? don't hesitate to let us know if you have any questions!
