Have QIIME use verman #1376

This standardizes the version string and how to refer to major/minor/etc details. See verman. As of the creation of this issue, the module lived under my organization but it should be moving shortly. This package is pip installable.

Removing this from 1.9.0 - we can do this for QIIME 2 if we decide to standardize on this across the biocore packages.
