Overhaul metagraph and template repository docker setup #6

See whether write_only branch is a good schema and relax it to also be the meta graph main layout as well as maybe the template repo setup.

I migrated the template repo to the three-stage setup of the meta-graph read only branch. Meta graph main is still the old version.
