Packaging and Version Control #3

The purpose of this PR is to add python packaging for YEAT's distribution and version control.

In this PR, the following were implemented.

A basic CLI for YEAT
YEAT's version control (with versioneer)
A basic Test suite - testing YEAT's snakemake workflow

Although the PR is quite mediocre, the groundwork for incremental improvements can begin.

Any suggestions to improve this PR are greatly appreciated and any feature requests as well.

@standage Feel free to lay out all your thoughts on this PR. I believe everything should be in order now and is in need of a lot of revisions, but I think I have the foundations of this package ready for incremental improvements from here on out.

I should also mention that I was able to run the workflow on the provided test data with the CLI successfully. 👍
