create central data repo #3

The data required for the pathway tutorial need to rawdata links in order to successfully be able to download the data in the correct format. These need to updated with each replication. If would be better if the data lived in a central repo that remained constant so the multiple workshop can have the permanent link to the data (and won't need updating with each replication)

I would also argue that GitHub is not to be used as a database as it makes it slow. Data files should be stored in our GSuite folders and linked out, so this would resolve the permanent links problem as well.
