Made modified time nullable #5

Would be good to have a very short reason why?

The code to parse time from the NPM api for the components was added at a later stage, as I had to go through the format in which registry.npm was sending the data. So, since SQL would not allow me to keep the field empty, I had to allow NULL values in it.
