Add scaffolder style for new components #1

Current scaffolder is specifically designed as an upgrade / wrapper tool for older libraries, to allow them to quickly enable an easy webcomponent-include style.

We should add a question to the yeoman wizard - "is this a new tool or a wrapper for an existing tool?" and generate different files accordingly.

@Nikhil-Vats I think the CLI addresses this now, can we close it?

I think we still need to generate different files for two cases, we don't do this right now.
