Code of Conduct - need to add #43

Ideally be inspired by OBF CoC.

So BOSC has a CoC, usually from ISMB or this year GCC, but the OBF itself doesn't have a CoC. That said, if the OBF adopts a CoC I think it would be easiest to simply use theirs.

@ljgarcia @DennisSchwartz - does this sound ok and reasonable to you? I think @rowlandm and I like this plan.

I think it's a great idea to re-use a CoC that others (who maybe have more resources) have spend time on working out. That being said, BOSC and ISMB are conferences right? So the Coc might be different than what we might need as an open-source community.

Do we know if the OBF is planning to adopt a Code of Conduct soon? Otherwise we could spend some time looking at the CoCs of other OSS projects and maybe copy theirs :P
