Move workflow downloads here #243

Our workflows are few and small. Working through service.biolab.si introduces possible errors and it makes adding a new workflow more cumbersome.

@andraz213, this one is quite painful. For me, it is a priority, much more important than any new presentation or design. If you have time for it, I'd be grateful.

Don't put them under static though, these should be included next to the pages. See page bundles: https://gohugo.io/content-management/page-bundles/
