Update versions of some dependencies #2

Updated numpy, scipy, scikit-learn. Also updated windows conda. packages to PyQt 5.9.

I also tried installing the Text add-on after the test installer with PyQt 5.9. It seems that biolab/orange3#3201 is not an issue anymore.
