Upgrade to Python 3.11 in the installers (except macOS x86_64 build - catboost is not available for macOS<11 from here if/when pre Big Sur support is dropped could upgrade this too)
Use Python 3.11 python -P|PYTHONSAFEPATH in all applications startup shortcuts (see https://github.com/biolab/orange3/issues/6769)

It looks good to me. I also tested all installers, and they work normally.
